Resumen: Este artículo analiza el desempeño del Gobierno de Lula en los períodos de 2003 a 2006 y a partir de 2007 hasta el momento actual. En la primera parte se presente el desarrollo de las relaciones entre los poderes ejecutivo y legislativo. A continuación se presentan las razones que permiten decir que, incluso con los problemas planteados en el Congreso, Lula desarrolla un buen gobierno y sea el presidente más popular del país desde que los institutos de opinión empezaron a realizar este tipo de investigación en Brasil.

Abstract: The essay focus on the performance of President Lula’s first administration (2003-2006) and second administration (2007 to the present). It highlights the patterns of negotiation and confrontation between the executive and legislative branches of government and the reasons that might be called for to explaining the President’s achievement as the most popular incumbent of the highest political office in Brazil since public opinion polls were established in the country.
