Causes and lessons from thirty years of frozen real wages in Spain

Resumen
Se constata que los salarios reales en España no han registrado crecimiento a lo largo de las últimas tres décadas. Este es uno de los peores resultados en la Unión Europea. El análisis de las causas de ello es objeto de este trabajo y muestra factores explicativos que determinan la práctica inexistencia de avances salariales reales. La revisión por periodos pone de manifiesto las causas más importantes. Entre ellas destacan las principales reformas laborales realizadas y su impacto considerable sobre los crecimientos salariales; la persistencia de una fuerte presión de la oferta de trabajo durante largas etapas; la elevada temporalidad del empleo; el incremento del empleo de baja intensidad laboral, de jornada parcial y de carácter discontinuo; las políticas económicas aplicadas durante etapas clave, y el elevado peso de actividades de bajo valor añadido y de reducida productividad vinculadas con el modelo de crecimiento dominante desde los años noventa hasta una etapa reciente.

Abstract
It is clear that real wages in Spain have not grown over the last three decades. This is one of the worst results in the EU. This paper analyzes the causes of this and reveals explanatory factors that explain the virtual absence of real wage increases. A review by period highlights the most important ones. These include the major labor reforms implemented and their considerable impact on wage growth; the persistence of strong pressure from the labor supply for extended periods; the high rate of temporary employment and the increase in low-intensity, part-time, and intermittent work; the economic policies applied during key periods; and the significant presence of low value-added and low-productivity activities linked to the dominant growth model from the 1990s until recently.
