Resumen
Los valores constituyen objetivos generales de un sistema político y por ello son elementos fundacionales de las comunidades democráticas, los cuales orientan sus acciones e instituciones. Junto a los valores, las identidades emergen como uno de los grandes condicionantes de nuestro tiempo y pueden llegar a amenazar la identidad constitucional europea basada en la libertad y la igualdad real, el Estado de derecho y los derechos fundamentales. Los valores europeos en su dimensión exterior han de ser promovidos en el mundo y defendidos por sustituir la política de la fuerza por la política del derecho.

Abstract
Values constitute general objectives of a political system and therefore they are foundational elements of democratic commnunities which guide their actions and institutions. Alongside values, identities emerge as one of the major conditioning factors of our time, and hey can threaten the European constitutional identity base don freedom and real equiality, the Rule of Law and Fundamental Rights. The European values in te external dimensión must be promoted throughout the world and defended in order to replace the politics of forcé with the politics of law.
