The return of big government. Vindication and fear of Leviathan

Resumen

La pandemia deCOVID-19 t la guerra de Ucrania han provocado un fuerte aumento de la intervención presupuestaria del Estado en la economía. Había sucedido ya en la crisis de 2008, junto con una mayor regulación del sistema financiero. Estos dos acontecimientos, al alterar los flujos comerciales tanto de productos como de materias primas, están provocando también la intervención del Estado en la reestructuración de las economías nacionales. A su vez, el cambio tecnológico y el cambio climático, al introducir un escenario de incertidumbre radical, crean presiones a favor de una mayor intervención regulatoria del Estado. Esta tendencia al Gran Gobierno constituirá uno de los grandes rasgos de la economía en las próximas décadas. Como ocurrió después de la II Guerra Mundial, este retorno del Gran Gobierno traerá consigo el temor a un nuevo Leviatán. De nuevo, el reto es reconciliar la racionalidad económica del Gran Gobierno con el orden político liberal y con una sociedad civil con capacidad para controlar al Leviatán.

Abstract

The Covid-19 pandemic and the war in Ukraine have caused a Sharp increase in State Budget intervention. It had already happened in the 2008 crisis. The pandemic and the war, by altering international trade flows, both of products and raw materials, are increasing the role of the State in the restructuring of national economies. In turn, technological change as well as the climate change, by introducing a scenery of high uncertainty, créate pressure in favor of greater regulatory and budgetary intervention by the State. This tren towards a Big Government will by one of the great features of the economy in the upcoming decades. As during decades after World War II, this return of the Big Government will bring with it fear of consequences of the new Leviathan. Once again, the challenge is to reconcile the rationality of the Big Government with the liberal economic political order and an active civil society, capable of controlling the Leviathan.
