Resumen. Teniendo en cuenta un nuevo marco social, caracterizado por el principio de equidad horizontal y las limitaciones financieras gubernamentales, en este trabajo se estudian las nuevas políticas públicas en educación superior. Consecuentemente, se analizan los cambios organizativos, instrumentales y financieros y se presta un especial interés a las reformas financieras y a los procesos de reestructuración institucional. Las tendencias y reformas son analizadas atendiendo a varias líneas de actuación, como son la coparticipación en los ingresos, la adecuación de los instrumentos públicos según los criterios de eficiencia y la reestructuración de las universidades y demás instituciones de educación superior.

Abstract. The new public policies on Higher Education are examined, according to the existence of a new social framework, characterized by the principle of horizontal equity and governmental financial limitations. Consequently, we analyze the organizational, instrumental and financial changes and pay special attention to financial reforms and processes of institutional restructuring. Tendencies and reforms are analyzed according to several lines of action, such as the co-participation in the income, the adaptation of public instruments according to the efficiency criteria and the restructuring of universities and other higher education institutions.
